General outline
The Portfolio Manager is part of the Operations Division of KNCV. The Operations Division of KNCV is responsible for the daily management and operations of all KNCV implemented projects. This includes specifically internal coordination within the project/country team, partner coordination, donor relationship management, and managing of the project life cycle, including project set up, work plan and budget preparations, M&E and implementation in collaboration with partners, ensuring that donors policies are adhered to and rules and regulations are being followed.
It is the responsibility of the Operations Division to oversee and facilitate the development and donor approval of the work plans and budgets, transferring the necessary funds and monitoring technical and financial progress.
The Operations Division is overall responsible for operational running of KNCV Country offices. Portfolio managers are overall responsible for management of projects and country offices in their portfolio. The Portfolio Manager works in close collaboration with Technical lead/Technical focal point of the project/country.
Purpose of the job
The Portfolio Manager (PM) contributes to the effective management of projects in his portfolio. The PM is responsible for one or more projects/countries.
Position in the organization
The Portfolio Manager supervises the Country Representative Officers (CROs) and reports to the Director Operations. The Portfolio Manager coordinates a Country/Project Team. The Portfolio Manager is supported by a Project Officer.
Result areas
Team Management
· Supervises CROs
· Coordinates the Project/Country Team consisting of the CRO, a Project Officer, a Finance Officer and a Technical Consultant assigned to that particular country
· Ensures proper execution of the HRM manual and adheres to the KNCV performance cycle
· Contributes to KNCV Security policy and ensures it is fully operational
Result: The CROs, as well as the project team are motivated and able do their work efficiently and effectively.
Project Management:
· Oversees the project design, work plan and budget preparations and revisions, regular and ad hoc reporting requests
· Identifies the gaps and needs in the country and responds in consultation with the Technical Consultant(s)
· Monitors the status of all aspects of the projects in country (financial, technical and project management)
· Attends meetings, make presentations relevant to his portfolio
· Visits the project sites and countries in his portfolio at least once a year
Result: Projects are implemented on time, within budget and delivering the expected results.
Relationship Management/Acquisition:
· Identifies and supports acquisition and contributes to Resource Mobilization
· Represents KNCV externally on project management issues with partners both at HQ level and in country
· Engages with all in-country implementing partners, as well as their headquarters, local beneficiaries, donors and stakeholders
· Builds operational and strategic relationships with country stakeholders and other partners to ensure the appropriate implementation of the projects, taking into consideration national strategies and context
Result: Strong relationships with partners and relevant project opportunities are identified on time.
Requirements
Education:
· Bachelors’ degree in a relevant field
· Project management training
Knowledge/experience:
· Demonstrated skills as a portfolio manager of similar type of projects
· In depth knowledge of project M&E
· Basic experience in the field of public health and TB control in developing and transitioning countries
· Experience in managing a team
· Experience in financial management of projects
· Advanced knowledge of relevant software applications
· Excellent verbal and written communication skills in English and one other relevant language.
